Where EU countries stand on proposed improvements to EU shark policies
 
 
The Shark Alliance is pleased to announce the results of the “Shark Alliance Member State Challenge”.  The Challenge aims to encourage countries to champion shark conservation further to the recent release of the EU Shark Plan. Endorsed last week by the EU Council of Fisheries Ministers, the Plan sets the stage for sweeping improvements in EU shark fishing policies, including a stronger ban on "finning".
           
The Shark Alliance collected information on the positions, statements and actions of Member States regarding the Shark Plan and its principles.  Based on this information, the Shark Alliance placed all EU countries into four final categories ranging from “Shark Champion” to “Hurting the Sharks”.





 
Germany

Germany has met with the Shark Alliance and has voiced support for the Shark Plan and its prompt implementation, as well as catch limits of zero for spurdog, porbeagle and deepwater sharks. Germany earns much extra credit for publicising their Shark Plan support, discontinuing special permits that allow removal of shark fins at sea, and championing the listing of spurdog and porbeagle sharks under CITES.

Sweden Sweden has met with the Shark Alliance, spoken out in favour of the Shark Plan as well as catch limits of zero for porbeagle and spurdog, and earns extra credit for national protection for several shark and ray species, as well as written support for a "fins naturally attached" policy.


UK
The UK has met regularly with the Shark Alliance and spoken out in favour of the Shark Plan including specific finning ban improvements. The UK earns extra credit for national protection for shark and ray species and a recent announcement that it will consider ceasing the special permits that allow removal of shark fins at sea.
  
Denmark
Denmark has met with the Shark Alliance, supports science-based catch limits for spurdog, porbeagle and deepwater sharks, and has spoken in favour of prompt implementation of the Shark Plan, including proposed improvements to the finning ban.

Belgium

Belgium has met with the Shark Alliance and has voiced support for the Shark Plan and its prompt implementation, including a stronger finning ban.  Belgium supports science-based catch limits for spurdog, porbeagle and deepwater sharks and earns extra credit for securing the listing of spurdog and porbeagle sharks under the Convention on Migratory Species.

Ireland Ireland has met and corresponded well with the Shark Alliance and has actively supported the EU Shark Plan, including improvements to the finning ban, as well as scientific advice for spurdog, porbeagle and deepwater sharks.

 

The netherlands

The Netherlands cooperates well with Shark Alliance members, has actively supported the EU Shark Plan, including finning ban improvements, and has named protection of endangered shark species as a top priority.  The Netherlands earns extra credit for promoting a brochure on the Dutch Shark Plan prepared by NGOs.




Czech republic The Czech Republic, current EU President, met with the Shark Alliance and showed solid leadership in publicising the importance of the Shark Plan and shepherding a strong response from the Council of Fisheries Ministers.

Bulgaria
 
Bulgaria met and corresponded well with the Shark Alliance and was generally supportive of the Shark Plan.
Cyprus
  
Cyprus has corresponded with the Shark Alliance and was generally supportive of the Shark Plan.
   
Finland Finland has met with the Shark Alliance and was generally supportive of the Shark Plan.
 
Hungary Hungary met with the Shark Alliance and was generally supportive of the Shark Plan.

Italy Italy has met several times and corresponded well with the Shark Alliance, and offered general support for the Shark Plan.

Lithuania
Lithuania has met with the Shark Alliance and reports general support for the Shark Plan, but is one of four EU countries to grant special permits to allow the removal of shark fins at sea.
  
Malta
Malta has met has met several times with Shark Alliance members, was supportive of the Shark Plan, and earns extra credit for being the only EU Mediterranean country to protect the endangered giant devil ray.
  
Romania

Romania met with the Shark Alliance and was generally supportive of the Shark Plan.
Slovenia Slovenia met and corresponded well with the Shark Alliance and was actively supportive of the Shark Plan, calling specifically for a stronger finning ban.


 

Austria


Austria did not respond to our queries regarding the Shark Plan.


Estonia
Estonia did not
did not respond to our queries regarding the Shark Plan.  


Greece  Greece did not respond to multiple queries from the Shark Alliance.


Latvia Latvia did not respond to our queries regarding the Shark Plan. 


Luxembourg Luxembourg did not respond to our queries regarding the Shark Plan.


Poland Poland did not respond to multiple emails and requests for meetings. 


Slovakia Slovakia did not respond to our queries regarding the Shark Plan.




France

France has been a strong, outspoken proponent of an improved EU finning ban, but also obstructed proposed closure of its targeted fishery for Critically Endangered porbeagle sharks.




The European Commission delivered a sound EU Shark Plan which includes commitments to strengthen the finning ban, but a month later proposed weakening the international finning ban for the Indian Ocean.

Portugal
Portugal met with the Shark Alliance, but has not fully supported the Shark Plan or scientific advice on catch limits, and has agreed with Spain in opposition to improvements in the EU finning ban.
Spain
Spain declined requests to meet with the Shark Alliance in Brussels, has not fully supported the Shark Plan or scientific advice on catch limits, and has argued against proposed improvements to the EU finning ban.

 
 
Categories & Criteria

2009 Shark Champions
  • Demonstrated support (particularly in meetings of the Fisheries Council & working groups) of prompt implementation of the Shark Plan, including immediate revision of the finning ban, as proposed;
     
  • Timely communication with Shark Alliance as to development of Council Conclusions; and
     
  • Support for catch limits of near zero for endangered sharks (spurdog, porbeagle & deepwater species), in line with scientific advice from ICES.
Helping sharks, but should do more.
  • Support of prompt Shark Plan implementation including proposed revision of finning ban, and
     
  • Timely communication with Shark Alliance as to development of Council Conclusions. 

Not helping the sharks

  • No response; no indication of position on or interest in Shark CPOA.
Hurting the sharks
  • Acts to oppose, obstruct or weaken supportive Council Conclusions and/or prompt, full implementation of the Shark Plan and finning ban improvements proposed within.
Extra credit:
  • Written support for a fins-attached strategy (ending all derogations to the EU finning ban);
  • National protection for shark and/or ray species or their habitats;
  • Promotion of shark conservation through regional or global treaties (e.g. CITES, OSPAR, CMS); and
  • Promotion of shark conservation through public events and/or media opportunities.
